The USA offers two exchange programs: Classic & Select High School. With our Classic Programs, students will live with a local host family and go to a local school, while Select gives the additional option to choose the exact school region they go to. Midwest Student Exchange Program. The Midwest Student Exchange Program, or MSEP, is a multi-state tuition reciprocity program. Through the MSEP, public institutions agree to charge students no more than 150% of the in-state resident tuition rate for specific programs; private institutions offer a 10% reduction on their tuition rates.According to the U.S. Census Bureau the Midwest includes 12 states in the north central United States: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.
