With fan off, I put my hand inside to touch the evaporator, it was cool.There's a fuse box under the glove box on the passenger's side. With the car OFF, find the fuse for the HVAC system and pull it. Wait at least 2-3 minutes. Put back the fuse. Wait a minute or two, then start the engine.
