Don't rely on looking thru the reservoir, remove the cap and inspect the level. If it's low, get some HOAT coolant and top it off.If no problems are found, remove the actuator and turn the door pin by hand. The air flow should now change output zones. Once the engine warms up there is a little heat initially but then it blows cold air after.
