There is a hex shaft coming out the backside of the tail stock. I cant tell if that shaft acts as a punch or maybe threads in and out like a press to remove live center. The hex shaft might not even be part of the machine and somebody here stuck it in there!In that case if you have access to another lathe you could chuck up the spindle in a lathe and use an off set bit to cut into the face plate right next to the spindle.
