I had an extra annoying side-effect on top of it - my character's weight carrying limit was set to 8.0 permanently and I can't figure out a way to reset it. Even adding XP to level up strength didn't make it budge.

You need to turn that off in the admin settings to see your actual current load/carry capacity.
