2 KANSAS LAW REVIEW [VOL. 3 Most rules of statutory interpretation can be classified in one of two ways: those concerned with relations between the words of a statute; and those concerned with the relation of the words in a statute to outside materials. In addition, there is a scattering of rules that do not fit either of these major categories.3
