I did some poking around online, but I couldn't find any official numbers on Hedrons. The general consensus was that it gives you a +30 to Mob, Res, and Rec. It turns stasis from crowd control to ad clear. Much better than hedrons overall. Fissures isn't from "killing an enemy" either. It's any shatter. So if you freeze a boss, and do some damage, the freeze breaks, you can do that 32 times if you wanted to, each time the freeze breaks it deals extra damage and has a bigger range, that's the "shatter".
