I think you need the asencion perk for the quaser hyper weapon. You first need to take the Ascension perk to use it (A weapon to pierce the heavens). After that, you can use the EHOF to find it (if you don't already have one in the core) When I <<activate>> my EHOF Ultima, I don't see any option to find a super-massive quasar.All of this was tested in the 3.3 beta, but there's still a few coding changes coming with 3.3 itself.
