It does not put any pressure on the fuel pump the fuel pump only draws/sucks what it needs. The smaller fuel line does no allow enough flow thru it at WOT to feed a thirsty outboard so the fuel delivery is not fast enough to keep up with the demand.If the motor cranks when you jump it there are a couple of things that it could be, a bad 20 amp fuse, starter solenoid, ignition switch, safety neutral switch, or bad wiring. (I'm assumming the control box is in neutral). The 20 amp fuse is on the motor in a red wire coming off the solenoid. (I would check the fuse first).
