Jellyfin was launched as a fork of Emby only four years ago, in late 2018. For the most part Jellyfin only transcodes to h264, and you can probably expect h265 as a transcoding target in the future. I can't imagine a situation where AV1 is enabled as a transcode target without there being an option to not use it.
