I beilieve any you can ask to be a follower will marry you (with the exception of Serena) and any NPC civilian you "help" and are single. So you cant marry Armen but you can marry Ysolda. And I think you cant marry beggars. But yea if you look it up its a pretty extensive list I checked UESP about consequences of NPCs after becoming spouses or stewards, but it's not very clear to me.
