As for playing tall, unless you're being really restrictive (e.g. One duchy limit) with your tall play then I think it's a waste being under your domain limit. My most successful Ck3 run ever I had 21 counties and 6 duchies with no vassals as a Jewish Israelite Kingdom .

Since you only have 2 holding slots I would build a city since you want the dev and you probably aren't going to let your own domain you care about get seiged down as the player. So, you should choose which kingdom/two duchies can be unique for being capital of your empire. It means unique buildings. I'd say: Aachen + Cologne (HRE) Cordoba (Hispania) Rome + Naples (Italia) Thrace (Byzantium)After that, Egipt, Sardinia, and the Kingdom of Sicily, specially after taking both Salerno and Naples. If you play Sardinia you would start with Cagliari, take the whole island, then take Capua, Naples and Salerno, then just grow tall for decades and decades until you are ready to challenge the big fishes.
